Towards People-Centred Development Through Public Participation

The Grama Sabha is the foundation of the democratic governance system at the Grama Panchayat level and an important platform for participatory governance. All citizens whose names are included in the electoral roll of a particular ward are members of the Grama Sabha of that ward. It serves as an important platform for direct communication between the people and the local self-government institution, enabling citizens to present their needs, opinions, development suggestions and local issues before the administration. 

Main Objectives of the Grama Sabha

The primary objective of the Grama Sabha is to identify the development needs of the locality with the active participation of the people and to plan development activities according to priorities. The Grama Sabha helps citizens obtain necessary information regarding the development projects, welfare schemes and public services of the Panchayat. It also provides an opportunity to assess the progress and effectiveness of various development programmes and activities. 

Major Functions of the Grama Sabha

• Discuss the development needs of the locality and the basic problems faced by the people.
• Identify necessary suggestions and priorities for local development projects.
• Create awareness among citizens regarding the development projects and welfare schemes implemented by the Panchayat.
• Review and assess the progress of ongoing development activities.
• Ensure people's participation in identifying beneficiaries and verifying eligibility for various government welfare schemes.
• Discuss local issues related to drinking water, sanitation, healthcare, education, roads, street lighting, waste management and other essential public services.
• Record the opinions, suggestions and complaints of citizens regarding the quality of public services.
• Strengthen public monitoring to ensure transparency and accountability in the various activities of the Panchayat.
• Suggest necessary interventions on issues such as social justice, women empowerment, child protection, welfare of senior citizens and welfare of persons with disabilities.
• Encourage collective action on matters of public interest such as environmental protection, disaster management, health, sanitation and other community-related activities.

Grama Sabha meetings provide citizens with opportunities to present issues affecting their locality, submit development suggestions, express their views on implemented projects and actively participate in discussions on matters concerning their community. 

By ensuring the participation of women, youth, senior citizens, children, persons with disabilities and socially disadvantaged sections of society, Grama Sabhas can contribute to creating a more inclusive and participatory local governance system.
